Effective monitoring and evaluation system in Southern Africa Region (SAR):
Define and support implemention of program monitoring systems working with key DME staff in national offices.
Socialize and if need be define quality assurance programming quality standards for the key project models/ approaches used in NO in SAR.
Work with technical team leads to support NOs in technical programs implementation.
Ensure NOs have the capacity to manage high quality evaluations, baselines and on-going monitoring.
Ensure evaluation and baseline findings and lessons are synthesized, shared and recommendations implemented.
Support evaluation of integrated learning sites and documentation of lessons.
Work closely with Global Centre Evidence and Learning and NOs to conduct impact and ex post evaluations.
Work with People & Culture/HR (P&C) to develop the regional approach on Integrated Competency Development and coordinate DM&E capacity development initiatives.
Evidence for Child Wellbeing:
Synthesize, analyze and avail credible and regular data to SAR leadership on SAR’s contribution to the wellbeing of children.
In liaison with Quality Assurance Advisor, support building SAR’s evidence for child wellbeing.
Enhance use of information and technology (Horizon 3 and other appropriate platforms) and innovation in DM&E processes.
Establish and strengthen linkages and networks with relevant WV communities of practice and experts, leading institutions, governments and other organizations in demonstrating evidence of impact.
Develop regional Child Well Beiing (CWB) report and support NOs to produce high quality CWB reports that produce evidence of our work and make changes to programmes based on findings.
Actively participate in the Global Evidence & Learning community of practice (CoP).
Program Quality Assurance:
Lead adaptation and/or development of guidelines and tools for effective program design, monitoring and evaluation focusing on the key project models prioritized by the NOs.
Support development and implementation of Technical Approaches and technical programs.
Support adaptation of technical programs in area programs.
Ensure functional Regional program quality core team is in place for NO peer support.
Liaise with technical teams (TSO and National Office Technical Staff) to ensure effective scale up and depth in programming based on evidence.
Support NOs in thinking through and field testing and documenting innovations that promote program effectiveness.
Liaise with GC Evidence and Learning unit to champion field generated solutions in DME.
Ensure quality of program and child wellbeing data management.
Contribute to Resource development by providing evidence of programming impact.
Collaborate with the SAR grants acquisition management(GAM), NOs and Support Office (SO) to support resource development efforts, specially quality of program designs, effective implementation of grant programs and reporting on the same.
Program Support Team (PST) Engagement, Collaboration and cross functional work:
Organize, manage and ensure PSTs in SAR are effective functioning and meeting the needs of respective NOs.
Work with SO through the PST mechanism to enhance NO capacity for program quality.
Work closely with Quality Assurance Director,Sponsorship Advisor, Strategy Advisor and NOs point persons in advancing programme effectiveness in the region.
Collaborate with technical units in roll out and implementation of LEAP 3.
Establish and strengthen linkages and networks with relevant WV communities of practice and experts.
Work closely with GC Evidence and Learning team to enable operational excellence in the national offices and support offices.
KNOWLEDGE, SKILLS & ABILITIES:
Excellent communication skills including facilitation, writing and oral communication.
Must be able to prepare and make presentations to senior leaders on DME matters.
Proficiency in qualitative and quantitative data analysis for surveys and impact evaluations.
Problem solving skills to especially support NOs make smooth transition to LEAP 3.
Master’s degree in management or a social science field required.
Demonstrated competencies in monitoring and evaluation including the accompanying MIS.
Knowledge of various technical sectors of development such as nutrition, child health, economic development, etc.
At least 5 years’ experience relief and development work, out of which at least two years in senior leadership position at the national or regional levels in Africa or similar contexts.
Experience in design and facilitation of training programmes.
Effective in written and verbal communication in English.
Preferred Skills, Knowledge and Experience:
Data analysis and technical report writing.
Good working relationships with NOs.
Networking and engagement skills with external stakeholders, particulary regional and global partners.
The position requires ability and willingness to travel domestically and internationally up to 30% of the time.
